On behalf of our healthcare client, Affinity Healthcare Solutions is looking for a Data Governance Framework Consultant to conduct a comprehensive review of the current data governance practices across all Health Authorities (HA), and the organization. The Management Consultant Level 1 is expected to develop a Data Governance framework (and supporting documentation) that is provincial in scope and focused on sharing health information among Health Authorities and the organization.


Responsibilities:

• Develop a draft provincial Data Governance Framework for review and feedback.

o The Data Governance Framework should be provincial in scope yet applicable at both the Health Authority and the organization’s levels and focus on the sharing of data between Health Authorities, and the organization rather than the internal data management processes within each organization.

o The Framework should be based on a set of shared principles, some of which have already been identified, and should include the roles, responsibilities accountabilities, and processes to facilitate the effective and efficient sharing of health sector data amongst all parties. This may or may not include an overarching, provincial governance structure to oversee the implementation and ongoing management of the framework and resolve potential conflicts.

o The Framework should be developed in such a way as to minimize the implementation impact within each organization while retaining the overall project intent. In other words, this Framework should be able to be embedded into existing Data Governance programs within each organization with as little negative impact as possible, yet still provide the structure required to efficiently share data between parties. To achieve this, an assessment of the Data Governance practices within each organization will be required.

o The initial draft should be solid enough to allow each organization to understand how they will need to absorb it into their existing Data Governance program, which will also position them to provide valuable feedback.

• Develop an Implementation Plan for each organization describing, at an elevated level, how to embed this Data Governance Framework effectively and efficiently into their existing Data Governance structures. The initial draft of the Framework and the Implementation Plan should be circulated together for feedback.

• Produce a final provincial Data Governance Framework after incorporating feedback from all parties.

o The Implementation Plan should be included as an Appendix.

o Feedback loops include key contacts within each Health Authority and organization.

o The deliverable will be considered "final" once all Parties have signed or have agreed to sign the Framework.

• Develop a PowerPoint deck describing the Framework and Implementation Plan, and the process that led to this final product including the review processes. 

o The presentation should be designed for consumption by, and delivered to, the key contacts within the Health Authorities and the organization.

• Develop a Training Program

o The content for a training program will focus on educating employees about the data governance principles and practices included in the Framework.

o The objective of this training is to help build a data-driven culture and ensure that all employees understand their roles and responsibilities in managing data.

o The consultant will not be required to deliver the training.


Qualifications:

• 7 years of recent experience in providing services of similar scope and complexity in the public sector demonstrating knowledge and understanding related to data and information governance with a particular focus on data access and data sharing involving large volumes of personal information.

• Demonstrated knowledge of information related to Canadian legislation, regulations, and policies. In BC these would be the Ministry of Health Act, the e-Health Act, and the Freedom of Information and Protection of Privacy Act in British Columbia.

• Demonstrated knowledge of data systems and analytics, including the use of large complex data sets to support analytics.

• Managing diverse collaborators across the sector in different levels and parts of an organization and leading teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations, and other public entities.

• Managing and creating working relationships within a complex policy environment (business and social policies).
