On behalf of our healthcare client, Affinity Healthcare Solutions is looking for a Project Manager who will lead and direct project teams to ensure the successful delivery of projects throughout the project lifecycle. The Project Manager will be responsible for the discovery, initiation, planning, execution, monitoring and control, and closing of assigned projects, and for delivering the expected benefits and results on time and within budget. The Project Manager will be expected to engage with various stakeholders, both internal and external, including executives, managers, technology teams, change champions, and vendors in a complex environment.
Responsibilities:
• Works collaboratively with business areas, applications and technology teams, and external partners, including stakeholders, to support in implementing key strategies and organizational priorities.
• Directs and manages multiple, complex, enterprise projects from business case preparation to planning to implementation to closing and post implementation review, directing the project teams and stakeholders through the various phases of projects.
• Leads large, highly complex, enterprise-wide projects to support business and corporate strategic initiatives. Engages stakeholders across various departments and also with external parties, such as other health authorities, government, and technology vendors.
• Provides direction and gives guidance to project team members, who may come from various professional areas, such as Business Analysis, Change Management Analyst, Business SMEs and Change Champions, and Application Development.
• Manage the collaborations of cross-functional teams to achieve the project goals.
• Develops full scale project plans and schedules, and leads the planning, implementation and execution of projects.
• Analyzes highly complex tasks to identify project dependencies, identify the critical path, and determines the best ways achieve the project benefits and goals.
• Facilitates the definition of project strategy, scope and deliverables in coordination with various stakeholders, defines project tasks and resource requirements, and coordinates project activities.
• Manages full project life cycle including discovery, initiation, planning, implementation, monitoring, control and documentation; create project documents such as scope statements, plans, work break-down structure (WBS), sprint plans, schedules, charters, presentations and status reports.
• Monitors progress of projects to ensure projects are within scope, schedule, budget and meet quality standards; provides regular project status reports.
• Leads the project teams to resolve problems and issues; manages project risks and issues.
• Anticipates changes in internal or external environment, and proactively finds ways to mitigate the risks to serve the business.
• Effectively communicates to cross-organizational team members and stakeholders including external partners, provincial / federal government departments and vendors.
• Explains complex project issues to non-technical audience. Influences to gain executive support on project decisions.
• Negotiates with vendors in project contract-related issues.
• Acts as a liaison to effectively oversee vendor-managed projects to ensure success and alignment to the organization’s goals and objectives.
• Manages project resource estimation, planning, allocation to achieve project goals and benefits.
• Works with Change Management personnel to develop Change Management Plans to ensure smooth transition of the technological changes. Develops and implements the change management strategies for key enterprise projects.
• Identifies key stakeholders who are driving change and impacted by its outcomes; effectively engages and manages stakeholders in a complex environment.
• Develops and support the project team in their development and understanding of cultural humility.
• Drives consultation with multiple stakeholders, including executives, to manage expectations, assess the impact of change initiatives and recommend improvisation.
• Manages Change Control, and Test Strategies and Plans.
• Manages contracts and vendors for projects.
• Manages Procurement activities for projects, such as Requests for Information/Requests for Proposals.
• Manages project budgets, from cost estimation to budget tracking, and prepares the financial reports.
• Applies sound judgment and decision-making when procuring hardware, software, and professional services for the project needs.
• Follows standards, policies, and PMO processes. Provides feedback and suggestions in reviewing, developing, implementing, and revising policies and procedures that are consistent and aligned to goals.
• Builds effective cross-functional project teams. Develops, coaches, motivates and supervises project team members and contractors, making them accountable for their assigned work; provides input/recommendations on performance assessment, recognition and rewards.
• Performs other related duties as assigned.
Qualifications:
• Experienced in working in a culturally diverse enterprise environment, and navigating political climate with ease
• Willingness to learn about the organization’s values and incorporate those values into the assigned tasks
• Must adhere to the organization’s Communication in the Workplace policies and values
• Effective leadership, consulting, consensus building, conflict resolution, and negotiation and team-building skills are an asset,
• Excellent communication and interpersonal skills and ability to manage project stakeholders, as well as take direction from project sponsors and PMO Manager as required,
• Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner
• Ability to conduct needs analyses, plan, organize, manage, monitor, complete, and evaluate projects within allocated time and resources
• Ability to effectively facilitate groups to achieve appropriate outcomes
• Ability to develop and deliver effective presentations and workshops, excellent business writing and communications skills
• Ability to identify, obtain, and effectively manage organizational resources (e.g., people, materials, assets, budgets)
• Ability to build relationships, consult with customers and potential customers, both internal and external
• Ability to follow prescribed methodology, take direction and to integrate ideas into the assigned work
Occupational certification:
• Certificate in Project Management Institute’s (PMI) Project Management Professional (PMP) is required (or PRINCE II equivalent)
• Agile Certification preferred:
o Project Management Institute’s (PMI) Agile Certified Professional (ACP);
o Project Management Institute’s (PMI) Disciplined Agile Scrum Master (DASM); or
o Scrum Alliance Certified Scrum Master (CSM)
• ITIL Foundation Version 4.0 (or 3.0); certification considered an asset
Education and experience:
• A Bachelor’s degree in a related discipline (Computer Science/Business/Health Informatics) or an equivalent combination of education and experience
• 5+ years of recent direct Project Management experience in managing IT business applications and infrastructure projects
• Proven experience in managing agile projects, hybrid projects and waterfall projects through full project lifecycle
• Proven supervisory and management experience
• Proven experience with commercial, off-the-shelf (COTS) systems, custom development, business architecture, and operations.
• Proven experience in risk management and change management
• Proven experience in creating project documents, such as project charter and project management plan, including preparation of briefing documents for the senior executives
• Proven experience in strategic planning
• Proven experience in RFP, vendor selection, contract management, and vendor management
• Advanced experience with MS Office 365 (Word, Excel, PowerPoint, Outlook, Visio and SharePoint)
• Previous experience in managing business driven or business transformation projects Strong understanding of ITIL frameworks and best practices, with the ability to effectively incorporate ITIL principles in project implementation and for service transition
• Experience in health sector with primary care or processes change on Canadian Healthcare projects considered an asset
• Experience working with PPM tools such as MS Project, OnePlan, Azure DevOps, and monday.com
Pay rate: $95 - $100 per hour.
